This paper analyses the use of strategies and instruments for organising ethics by small and large business in the Netherlands. We find that large firms mostly prefer an integrity strategy to foster ethical behaviour in the organisation, whereas small enterprises prefer a dialogue strategy. Both large and small firms make least use of a compliance strategy that focuses on controlling and sanctioning the ethical behaviour of workers. The size of the business is found to have a positive impact on the (...) use of several instruments, like code of conduct, ISO certification, social reporting, social handbook and confidential person. Also being a subsidiary of a larger firm has a significant positive influence on the use of instruments. The most popular instrument used by small firms is to let one member of the board be answerable for ethical questions, which fits the informal culture of most small firms. With respect to sectorial differences, we find that firms in the metal manufacturing and construction sectors are more actively using formal instruments than firms in the financial service sector and retail sector. The distinction between family and non-family firms hardly affects the use of instruments. (shrink)

This paper presents a new modal logic for ceteris paribus preferences understood in the sense of "all other things being equal". This reading goes back to the seminal work of Von Wright in the early 1960's and has returned in computer science in the 1990' s and in more abstract "dependency logics" today. We show how it differs from ceteris paribus as "all other things being normal", which is used in contexts with preference defeaters. We provide a semantic analysis and (...) several completeness theorems. We show how our system links up with Von Wright's work, and how it applies to game-theoretic solution concepts, to agenda setting in investigation, and to preference change. Many logical systems today describe intelligent interacting agents over time. Frameworks include Interpreted Systems (IS, Fagin et al. [8]), Epistemic-Temporal Logic (ETL, Parikh & Ramanujam [22]), STIT (Belnap et al. [5]), Process Algebra and Game Semantics (Abramsky [1]). This variety is an asset, as different modeling tools can be fine-tuned to specific applications. But it may also be an obstacle, when barriers between paradigms and schools go up. This paper takes a closer look at one particular interface, between two systems (...) that both address the dynamics of knowledge and information flow in multi-agent systems. One is IS/ETL (IS and ETL are, from a technical point of view, the same up to model transformations, cf. [20]), which uses linear or branching time models with added epistemic structure induced by agents’ different capabilities for observing events. These models provide a Grand Stage where histories of some process unfold constrained by a protocol, and a matching epistemic-temporal language describes what happens. The other framework is Dynamic Epistemic Logic (DEL, [10, 4, 34]) that describes interactive processes in terms of epistemic event models which may occur inside modalities of the language. Temporal evolution is then computed from some initial epistemic model through a process of successive ‘product updates’. It has long been unclear how to best compare IS/ETL and DEL. Various aspects have been investigated in [10, 30, 32], but in this paper, we study the interface in a more systematic way. Often, DEL and ETL are presented as alternative ways of adding dynamics to multi-agent epistemic models. In this paper, we rather focus on how merging the two different modeling choices leads to interesting new questions. Our leading interest here will be a view of informational processes as evolving over time. To see what we mean, consider the simplest version of DEL, viz. the logic of public announcements PAL ([23]) which adds a very specific type of communicative 1 action to epistemic models: a public announcement.. In lieu of an abstract, here is a brief excerpt of the content:The Microscope of Experience: Christian Garve’s Translation of Cicero’s De Officiis (1783)Johan van der ZandeDuring the negotiations leading to the Treaty of Teschen of 1779, ending the phony War of Bavarian Succession, Frederick II and his court stayed in Breslau, the capital of Silesia. There, in conversation with Christian Garve, the city’s most famous son, the king strongly recommended a new German translation of Cicero’s On Moral Duties (...) (De Officiis), one of the classical texts of humanist philosophy and his favorite book. Frederick’s faithful subject dutifully obliged his sovereign. Four years later, in the subservient language of a dedication to a royal patron, Garve offered in due obedience to Frederick a result that, “perhaps flawed,” was “vindicated by the efforts directed toward the execution of the command.” 1Yet Garve’s interest in Cicero differed markedly from that of Frederick. After all, as Garve wrote in the preface to the philosophical commentary on his translation, Cicero’s book was written for “persons of the higher classes who participated in the affairs of state” and for whom “moral prescription often transformed into political instruction.” Clearly that was not the world in which Garve lived. The son of an artisan, Garve, after a brief stint as a professor of philosophy in Leipzig in the early 1770s, was forced by his illness to spend the rest of his life as a reclusive private scholar in his hometown. He admitted that Cicero sometimes “condescended to deal with those classes who occupy themselves as educators and scholars.” The producing classes, however, “this vast, indispensable, and valuable part of humankind,” could only find prescriptions [End Page 75] for the virtuous life in Cicero’s work insofar as they were human beings, not in relation to their station in life. In general terms Garve thought that Cicero had neglected to deal sufficiently with domestic duties, a reproach which he also leveled against another intellectual pedigree, Adam Ferguson. This did not mean, however, that Garve reduced the citizen’s actions to the private sphere, where they could be productive economically and concerned only with their own Bildung. On the contrary, for Garve useful citizens were those who committed themselves to sociability and to political engagement. Moral actions were not only to be judged according to their motivation (as Kant asserted) but also on their effects on society at large.This different emphasis, I suggest, was typical of the German popular philosophers, who in the time span between Christian Wolff and Immanuel Kant formulated a philosophy of life and among whom Garve emerged as the foremost representative. As a group they constituted a philosophical movement in their own right and were not merely, as they are usually described, the popularizers of Wolff’s philosophy. Rather, popular philosophy was a characteristic compound of Wolffian rationalism and British empiricism. Some popular philosophers, mostly the older generation, were more inclined to the rationalist and others, among them Garve, to the empirical end of this spectrum. Little concerned with epistemological problems or with the irrational cult of life as were the life philosophies of the nineteenth century, the popular philosophers were primarily interested in the virtuous life, in a philosophical theory of moral and aesthetic action. Theirs was a “science of man,” that is, a combination of practical philosophy and literary skills with the goal of morally educating a literate but non-specialized public to be useful citizens of the absolute state. They wanted to speak with propriety on all themes of human existence rather than pursue those philosophical questions not directly related to human life. 2 I entirely agree with a recent commentator who describes Garve’s concerns as non-bourgeois, or better, pre-bourgeois and deeply rooted in humanist values. 3This approach shows in Garve’s Cicero translation and commentary. In Leipzig he had attended the lectures of the classical philologist Friedrich Wilhelm Reiz, who trained his students in precise, critical scholarship. It is morally impossible, Locke argued, for individuals to consensually establish absolute rule over themselves. That would be to transfer to rulers a power that is not ours, but God’s alone: ownership of our lives. This article analyses the conceptual presuppositions of Locke’s argument for the moral impossibility of self-enslavement through a comparison with other classical social contract theorists, including Grotius, Hobbes and Pufendorf. Despite notoriously defending the permissibility of voluntary enslavement of individuals and even entire peoples, Grotius similarly endorsed (...) divine ownership of human life. He could do so coherently, we show, because he denied that despotic power gives rulers rights in the lives of their subjects. Masters do not own slaves in the way we own material things. Reworking received Roman law categories, Grotius maintained that ‘perfect slavery’ consists in masters having a personal right to the slave’s perpetual service; a condition equivalent to what Locke called ‘drudgery’ and deemed permissible. Our analysis of this unpalatable set of ideas reveals that Locke’s argument is premised upon idiosyncratic conceptions of slavery and absolutism, disavowed by prominent defenders of absolutism in the classical social contract tradition. Taking Löb's Axiom in modal provability logic as a running thread, we discuss some general methods for extending modal frame correspondences, mainly by adding fixed-point operators to modal languages as well as their correspondence languages. Our suggestions are backed up by some new results – while we also refer to relevant work by earlier authors. But our main aim is advertizing the perspective, showing how modal languages with fixed-point operators are a natural medium to work with.

ABSTRACT George Gargov was an active pioneer in the ‘Sofia School’ of modal logicians. Starting in the 1970s, he and his colleagues expanded the scope of the subject by introducing new modal expressive power, of various innovative kinds. The aim of this paper is to show some general patterns behind such extensions, and review some very general results that we know by now, 20 years later. We concentrate on simulation invariance, decidability, and correspondence. What seems clear is that ‘modal logic’ (...) as a genre of logical systems has a much wider scope than originally conceived, and that we have not reached its limits yet. (shrink)

Minimal predicates P satisfying a given first-order description ϕ(P) occur widely in mathematical logic and computer science. We give an explicit first-order syntax for special first-order 'PIA conditions' ϕ(P) which quarantees unique existence of such minimal predicates. Our main technical result is a preservation theorem showing PIA-conditions to be expressively complete for all those first-order formulas that are preserved under a natural model-theoretic operation of 'predicate intersection'. Next, we show how iterated predicate minimization on PIA-conditions yields a language MIN(FO) equal (...) in expressive power to LFP(FO), first-order logic closed under smallest fixed-points for monotone operations. As a concrete illustration of these notions, we show how our sort of predicate minimization extends the usual frame correspondence theory of modal logic, leading to a proper hierarchy of modal axioms: first-order-definable, first-order fixed-point definable, and beyond. Preservation and interpolation results are obtained for L ∞ω and sublogics $\mathscr{L} \subseteq L_{\infty\omega}$ such that equivalence in L can be characterized by suitable back-and-forth conditions on sets of partial isomorphisms.

We make a proposal for formalizing simultaneous games at the abstraction level of player's powers, combining ideas from dynamic logic of sequential games and concurrent dynamic logic. We prove completeness for a new system of 'concurrent game logic' CDGL with respect to finite non-determined games. We also show how this system raises new mathematical issues, and throws light on branching quantifiers and independence-friendly evaluation games for first-order logic.

BackgroundTo prevent sexual boundary violations (SBV) in mental health care institutions overall governments require these institutions to report SBV incidents to a central registry and to develop institutional guidelines how to react. In Europe SBV policies are only recently developed or implemented, as is also the case in Flanders (Belgium). The implementation of a new institutional policy is always a challenge and can encounter resistance, especially when it concerns SBV, because they remain delicate and complex.MethodThis study evaluated the extent to (...) which mandatory policies on SBV have been implemented in mental health care institutions in Flanders, and possible factors for (non-)implementation of these policies. An online survey was sent to the executives of all mental health care institutions in Flanders (N = 162).ResultsIn total 56 executives of mental health care institutions filled out the survey (response rate 35%). Results showed that the implementation of an SBV policy in mental health care institutions is unfortunately inadequate and not all SBV incidents were reported to the central registry. Type of institution and opinions on the SBV policy were related to the (non-)implementation of the requirements.ConclusionsIt is recommended that governments regularly communicate with mental health care institutions to better understand the concerns and difficulties concerning implementation of the required SBV policy and to support/stimulate an organisational culture of more openness and safety on this topic. This article offers a rejoinder to Felix Waldmann. In a critical note published in Locke Studies, Waldmann challenges our recent reconstruction of Locke’s thesis, developed across the Second Treatise of Government, that humans cannot possibly agree to subject themselves to absolute rule. Call this thesis No Contractual Absolutism. Our reconstruction, Waldmann objects, “neglects a basic datum of scholarship”: i.e., that Locke’s Second Treatise intended to counter Filmer’s political theory. Our reply is two-pronged. First, we argue that No Contractual Absolutism cannot (...) plausibly be construed as an attack on Filmer, since it challenges a thesis that he did not hold. Indeed, as for him no form of government can be contractual in origin, Filmer would have agreed with Locke that absolute rule cannot be instituted by agreement. As our initial article suggested, the standard view about whom the polemical target is of the Second Treatise requires qualification with respect to No Contractual Absolutism. Second, we contend that Waldmann’s concerns rest on discipline-specific methodological assumptions, which are unhelpful for the kind of analytical reconstruction we advanced. We conclude with a plea for methodological pluralism in the study of Locke’s thought. (shrink)

Parameters of a Bertalanffy type of temperature dependent growth model are fitted using data from a population of stone loach ( Barbatula barbatula ). Over two periods respectively in 1990 and 2010 length data of this population has been collected at a lowland stream in the central part of the Netherlands. The estimation of the maximum length of a fully grown individual is given special attention because it is in fact found as the result of an extrapolation over a large (...) interval of the entire lifetime. It is concluded that this parameter should not at forehand be set at one fixed value for the population at that location due to varying conditions over the years. (shrink)

Transparency is a crucial condition to implement a CSR policy based on the reputation mechanism. The central question of this contribution is how a transparency policy ought to be organised in order to enhance the CSR behaviour of companies. Governments endorsing CSR as a new means of governance have different strategies to foster CSR transparency. In this paper we discuss the advantages and disadvantages of two conventional policy strategies: the facilitation policy and the command and control strategy. Using three criteria (...) (efficiency, freedom and virtue) we conclude that both strategies are defective. Most attention is paid to the facilitation strategy since governments nowadays mainly use this. In evaluating this strategy we analyse the Dutch case. As an alternative we introduce a third government policy: the development of a self-regulating sub-system. By construing an analogy with the historical development of corporate financial disclosure, we point out that the vital step in the creation of a self-regulating subsystem is the creation of strong informational intermediate organisations. We propose strategic games wherein the strategies consist of players asking each other questions and answering those questions. We study simplifications of such games wherein two players simultaneously ask each other a question that the opponent is then obliged to answer. The motivation for our research is to model conversation including the dynamics of questions and answers, to provide new links between game theory and dynamic logics of information, and to exploit the dynamic/strategic structure that, we think, lies implicitly inside (...) epistemic models for epistemic languages, and to make that structure an explicit subject of logical study. Our main contributions are: the notion of a two-person question-answer game with information goals, the existence and computation of equilibria for these games, the correspondence with Bayesian games and their equilibria, and a connection between logic and game theory namely the existence of equilibria for positive goal formulae. In the first phase of the research project Nanotechnologies for Tomorrow's Society (www.nanosoc.be), the research consortium explored a variety of futuristic visions or technoscientific imaginaries. This exploration took the form of a Policy Delphi, adapted to the particular objective of jointly constructing nano-imaginaries, taking participants' personal visions of possible future applications and societal issues as a starting point. The participants were nanoresearchers, as well as societal experts and primary involved citizens. In this article, the authors describe the theoretical frame that (...) inspired their methodological approach, present the analytical results obtained, and bring some reflections to the fore that arose as a result of the performance and analysis of this Delphi-exercise. There is an increasing call for preventive state interventions in so-called families at risk—that is, interventions before any overt harm has been done by parents to their children or by the children to a third party, in families that are statistically known to be liable to harm children. One of the basic principles of liberal morality, however, is the citizen's right to be free from state intervention so long as no demonstrable harm has been done. On the other hand, Joel (...) Feinberg interprets the harm principle as a harm prevention principle, so that the risk of harm also might be a reason for interference. The question that needs to be asked, therefore, is whether enforced preventive intervention in the cases where families are judged to be at risk can be justified within the limits of liberalism. An important factor in judging whether two retinal images arise from the same object viewed from different positions may be the presence of certain properties or cues that are 'qualitative invariants' with respect to the natural transformations, particularly affine transformations, associated with changes in viewpoint. To test whether observers use certain affine qualitative cues such as concavity, convexity, collinearity, and parallelism of the image elements, a 'same-different' discrimination experiment was carried out with planar patterns that were defined by four points (...) either connected by straight line segments (line patterns) or marked by dots (dot patterns). The first three points of each pattern were generated randomly; the fourth point fell on their diagonal bisector. According to the position of that point, the patterns were concave, triangular (three points being collinear), convex, or parallel sided. In a 'same' trial, an affine transformation was applied to one of two identical patterns; in a 'different' trial, the affine transformation was applied after the point lying on the diagonal bisector was perturbed a short, fixed distance along the bisector, inwards for one pattern and outwards for the other. Observers' ability to discriminate 'same' from 'different' pairs of patterns depended strongly on the position of the fourth, displaced, point: performance varied rapidly when the position of the displaced point was such that the patterns were nearly triangular or nearly parallel sided, consistent with observers using the hypothesised qualitative cues. The experimental data were fitted with a simple probabilistic model of discrimination performance that used a combination of these qualitative cues and a single quantitative cue. (shrink)

Current dynamic epistemic logics for analyzing effects of informational events often become cumbersome and opaque when common knowledge is added for groups of agents. Still, postconditions involving common knowledge are essential to successful multi-agent communication. We propose new systems that extend the epistemic base language with a new notion of ‘relativized common knowledge’, in such a way that the resulting full dynamic logic of information flow allows for a compositional analysis of all epistemic postconditions via perspicuous ‘reduction axioms’. We also (...) show how such systems can deal with factual alteration, rather than just information change, making them cover a much wider range of realistic events. After a warm-up stage of analyzing logics for public announcements, our main technical results are expressivity and completeness theorems for a much richer logic that we call LCC. This is a dynamic epistemic logic whose static base is propositional dynamic logic (PDL), interpreted epistemically. This system is capable of expressing all model-shifting operations with finite action models, while providing a compositional analysis for a wide range of informational events. This makes LCC a serious candidate for a standard in dynamic epistemic logic, as we illustrate by analyzing some complex communication scenarios, including sending successive emails with both ‘cc’ and ‘bcc’ lines, and other private announcements to subgroups. Our proofs involve standard modal techniques, combined with a new application of Kleene’s theorem on finite automata, as well as new Ehrenfeucht games of model comparison. (shrink)

This book develops a view of logic as a theory of information-driven agency and intelligent interaction between many agents - with conversation, argumentation and games as guiding examples. It provides one uniform account of dynamic logics for acts of inference, observation, questions and communication, that can handle both update of knowledge and revision of beliefs. It then extends the dynamic style of analysis to include changing preferences and goals, temporal processes, group action and strategic interaction in games. Throughout, the book (...) develops a mathematical theory unifying all these systems, and positioning them at the interface of logic, philosophy, computer science and game theory. A series of further chapters explores repercussions of the 'dynamic stance' for these areas, as well as cognitive science. (shrink)

Research regarding the drivers of acceptance of clinical decision support systems by physicians is still rather limited. The literature that does exist, however, tends to focus on problems regarding the user-friendliness of CDSS. We have performed a thematic analysis of 24 interviews with physicians concerning specific clinical case vignettes, in order to explore their underlying opinions and attitudes regarding the introduction of CDSS in clinical practice, to allow a more in-depth analysis of factors underlying acceptance of CDSS. We identified three (...) general themes from the results. First, ‘the perceived role of the AI’, including items referring to the tasks that may properly be assigned to the CDSS according to the respondents. Second, ‘the perceived role of the physician’, referring to the aspects of clinical practice that were seen as being fundamentally ‘human’ or non-automatable. Third, ‘concerns regarding AI’, including items referring to more general issues that were raised by the respondents regarding the introduction of CDSS in general and/or in clinical medicine in particular. Apart from the overall concerns expressed by the respondents regarding user-friendliness, we will explain how our results indicate that our respondents were primarily occupied by distinguishing between parts of their job that should be automated and aspects that should be kept in human hands. We refer to this distinction as ‘the division of clinical labor.’ This division is not based on knowledge regarding AI or medicine, but rather on which parts of a physician’s job were seen by the respondents as being central to who they are as physicians and as human beings. Often the respondents’ view that certain core parts of their job ought to be shielded from automation was closely linked to claims concerning the uniqueness of medicine as a domain. Finally, although almost all respondents claimed that they highly value their final responsibility, a closer investigation of this concept suggests that their view of ‘final responsibility’ was not that demanding after all. Transition systems can be viewed either as process diagrams or as Kripke structures. The rst perspective is that of process theory, the second that of modal logic. This paper shows how various formalisms of modal logic can be brought to bear on processes. Notions of bisimulation can not only be motivated by operations on transition systems, but they can also be suggested by investigations of modal formalisms. To show that the equational view of processes from process algebra is closely related (...) to modal logic, we consider various ways of looking at the relation between the calculus of basic process algebra and propositional dynamic logic. More concretely, the paper contains preservation results for various bisimulation notions, a result on the expressive power of propositional dynamic logic, and a de nition of bisimulation which is the proper notion of invariance for concurrent propositional dynamic logic. First the ‘Weismann barrier’ and later on Francis Crick’s ‘central dogma’ of molecular biology nourished the gene-centric paradigm of life, i.e., the conception of the gene/genome as a ‘central source’ from which hereditary specificity unidirectionally flows or radiates into cellular biochemistry and development. Today, due to advances in molecular genetics and epigenetics, such as the discovery of complex post-genomic and epigenetic processes in which genes are causally integrated, many theorists argue that a gene-centric conception of the organism has become problematic. (...) Here, we first explore the causal implications of the following two central dogma-related issues: (1) widespread reverse transcription—arguing for an extension from ‘DNA-genome’ to RNA-encompassing ‘NA-genome’ and, thus, from traditional DNA-centrism to a broader ‘NA-centrism’; and (2) the absence of a mechanism of reverse translation—arguing for the ‘structural primacy’ of NA-sequence over protein in cellular biochemistry. Secondly, we explore whether this latter conclusion can be extended to a ‘functional primacy’ of NA-sequence over protein in cellular biochemistry, which would imply a limited kind of ‘gene/NA-centrism’ confined to the subcellular level of NA/protein-based biochemistry. Finally, we explore the conditions—and their (non)fulfilment—for a more generalised form of gene-centrism extendable to higher levels of biological organisation. We conclude that the higher we go in the biological hierarchy, the more dubious gene-centric claims become. (shrink)

From 22-25 May, 1999, the University of Groningen hosted an international conference on 'The Book of Nature. Continuity and change in European and American attitudes towards the natural world'. From Antiquity down to our own time, theologians, philosophers and scientists have often compared nature to a book, which might, under the right circumstances, be read and interpreted in order to come closer to the 'Author' of nature, God. The 'reading' of this book was not regarded as mere idle curiosity, but (...) it was seen as leading to a deeper understanding of God's wisdom and power, and it culturally legitimated and promoted a positive attitude towards nature and its study. A selection of the papers which were delivered at the conference has been edited in two volumes. The first deals with the perception of the Book of Nature in Antiquity and the Middle Ages; the second volume is devoted to the history of the concept in early modern and modern history. (shrink)
